Gone in 30 seconds; Salisi Gang strikes in BF again

Less than 30 seconds.

This is how quick your bag can be taken from inside your car.

A resident was once again victimized by the Salisi Gang inside BF Homes Paranaque as her bag was stolen from inside her car while waiting for her sister to get their milk tea take out.

Might as well called the “Lagay Susi Gang” or “Payong Gang”, watch how the suspects move with precision as they commit the crime in a matter of seconds.

According to the Facebook post of the victim, Jules Quevedo, she was inside her car waiting for her sister when a man knocked on her window and shouted that there was something behind her car.

Man calling the attention of the driver about a key on her fender. Please click on the photo to see CCTV footage of the incident.

“I thought maybe my sister dropped something or my truck got hit so I went down the car,” said Quevedo, adding that she even went back to the car to get the keys out.

She then saw a set of keys on their rear fender but did not recall it was theirs.

It was here then that the dreaded gang displayed their precision.

There were about four or five of them.

The lookouts acting as distractions as man opens the door of the vehicle. Please click on the image to view another CCTV angle.

One woman with an umbrella was pretending to be on her phone to purposely block the view of witnesses in one store in front of the vehicle.

We saw another woman with an umbrella in the video but we are not sure if she was involved or if she was just happening to pass by.

The original man, seeing the opening, then called out to the driver about the keys on her bumper. This man also seemed to put the keys there.

Then there was another woman who acted as a distraction and lookout as another man opened the passenger side door to get the bag.

Looking at the CCTV, it only took them around 28 seconds to accomplish this crime. Yes, that quick.

The victim stepping out of her car to check what was left on her rear bumper.

“I called 911 and the BF Homes police immediately responded,” said the victim, adding that the suspects were of course quick to flee the area.

After a couple of minutes, Quevedo got a phone call from a fast food in Sucat telling her a customer left her bag organizer with her IDs, ATM and credit cards inside.

“I was stupid of being not too cautious and totally learned a lesson from this,” she expressed, as she warned others from being victims of the same crime.

MANILA – The Metropolitan Manila Development Authority (MMDA) will be deploying more than 2,000 traffic personnel to ensure smooth flow of traffic along major thoroughfares in Metro Manila during the observance of All Saints’ Day and All Souls’ Day, an official said Tuesday.

“We leave the responsibility of cleaning inside cemeteries to local government units. We are also calling on the public to keep cemeteries clean and tidy,” MMDA general manager Jojo Garcia said during a press briefing.

He also advised the public to be aware of the traffic rerouting schemes that local government units will implement in their respective localities.

The MMDA will also implement a “no day-off, no absent” policy for its traffic enforcers from October 27 to November 3 as part of its “Oplan Undas 2018”.

Members of the agency’s Special Task Force Operations will be clearing roads along the cemeteries while the Metro Parkway Clearing Group will be cleaning up the vicinity of major cemeteries in Metro Manila, Garcia said.

The Manila North Cemetery in Manila City, Manila South Cemetery in Makati City, Loyola Memorial Park in Marikina City, Bagbag Public Cemetery in Quezon City and Manila Memorial Park in Parañaque City are among the major cemeteries being monitored by the MMDA.

The Road Emergency Group will install tents for Public Assistance Centers at these cemeteries and dispatch ambulances to provide emergency medical services to cemetery visitors.

The Metrobase Command Center will also keep track of the traffic situation as well as emergency operations during the observance of “Undas.”

The number coding scheme will be suspended on November 1 and 2 as these were declared special non-working holidays. (PNA)

First PH ‘landport’ to open Monday

From cnnphilippines.com:

Metro Manila (CNN Philippines, November 4) — The country’s first intermodal terminal will be open to commuters on Monday, in time for the onset of the holiday season.

President Rodrigo Duterte is expected to inaugurate the Parañaque Integrated Terminal Exchange (PITX), which boasts of world-class facilities, as well as multiple routes and transport options.

Also dubbed as the first “landport” in the country, the new terminal features facilities similar to those of an airport such as separate arrival and departure areas; public information systems; automated ticketing and bus monitoring systems; baggage handling facilities; spacious waiting areas; and quality restrooms.

PITX also has multiple bus, jeepney and UV express terminals, as well as areas for taxis and transport network services. It can accommodate up to 400 buses an hour and up to 100,000 passengers per day.

The Parañaque terminal will also connect to the LRT line 1 extension to Bacoor, Cavite, which is planned for completion by 2021.

The PITX is expected to help ease the traffic congestion in Metro Manila and provide commuters with faster and more comfortable rides.

Terminal officials and the Department of Transportation (DOTr) hope to make a dry run of the terminal by early November to ensure its readiness for the influx of commuters heading to the southwestern part of Metro Manila, especially in the coming holiday season.

“Some commuters dati (before), sa Baclaran nakatayo (standing), sa gitna ng Baclaran naghihintay ng (in the middle of Baclaran waiting for) ride going home to Cavite. But now punta lang sila rito sa (they just come here in) PITX, they can be assured of a ride home,” Mark de Leon, OIC-undersecretary for road transport and infrastructure of the DOTr, said.

Terminal management assured commuters that colorum vehicles will not be allowed to operate in the terminal.

“Based on the concession agreement, they have to be screened by the LTFRB. So you’re guaranteed here that these operators have passed the stringiest standards of government,” Chuk Arroyo, PITX general manager, said.

The PITX was constructed under a concession agreement between the government and MWM Terminals, Inc., a consortium of Megawide Construction Corporation and WM Property Management.

The public-private partnership was closed in 2015 under the Aquino administration, and was continued under the current administration’s ambitious “Build, Build, Build” program.

Transport officials said two similar projects will be built in Taguig City and Bocaue, Bulacan.

CNN Philippines correspondent Paolo Barcelon contributed to this report.

Mix of Confusion, Relief Mark Parañaque Terminal’s First Days of Commercial Operations

From entrepreneur.com.ph
By Elyssa Christine Lopez

When President Rodrigo Duterte inaugurated the Paranaque Integrated Terminal Exchange (PITx) last week, he called the “landport” a state-of-the-art facility that would offer a “convenient” experience to commuters.

But when the country’s first intermodal land transport terminal opened its doors on Monday, November 12—the first time it operated on a workday—commuters felt a tinge of disappointment that things weren’t up to expectations.

At the intersection of Roxas Boulevard and NAIA road in Pasay City, traffic enforcers stopped buses bound for certain areas in Metro Manila that passed through Cavite Expressway (CAVITEX) and Coastal Road and directed them to make a stopover or fully terminate at the newly-opened PITx.

Most commuters were left surprised when their usual trips to certain areas in Metro Manila were cut short or took longer than expected come Monday morning.

Red Samonte, a commuter who takes a bus trip from Bacoor in Cavite to Ayala business district daily, said he, along with other passengers, were asked to alight from the bus they were riding at the PITx on Monday morning.

“We were surprised when we were asked to alight the bus at the PITX when we paid for a bus fare bound for Ayala. And when we agreed to be dropped off, the bus conductors didn’t even give back our extra payment. Of course, we got mad,” Samonte told Entrepreneur Philippines in an interview.

Most commuters’ gripes arose from the lack of information on how the new terminal would affect their daily trips to work as there was hardly any mass advertising done to explain the new scheme. The Department of Transportation (DOTr) only posted a video explaining how the PITX works in October on its Facebook page.

The confusion was further aggravated with the last-minute changes made by the DOTr on the governing Memorandum Circular—issued by the Land Transportation Franchising and Regulatory Board (LTFRB)—with regards to the operations of the terminal.

Under Memorandum Circular 2018-20 signed September 13, all public utility vehicles with routes from southwest of Metro Manila to the National Capital Region are required to end their trips at the PITx if they go through Coastal Road and the Cavite Expressway. The circular has been deemed effective since early October.

But by the evening of November 9, just hours before the first day of the PITX’s operations, the DOTr issued a statement announcing that some provincial buses will be exempted from the earlier order.

“All PUB routes not covered by Department Order No. 2018-9025 including Batangas (Nasugbu, Calatagan and Balayan) and long-haul Cavite routes shall terminate at PITX. City buses with routes operating within the Greater Metro Manila Area are likewise required to pass by PITX to pick up passengers,” the statement read.

The order was made despite the earlier announcement that the terminal’s basic aim was to decongest Metro Manila’s major roads as it would help lessen the number of provincial buses traveling in and out of the metropolis. But DOTr Undersecretary Mark De Leon said the order was written with commuters’ welfare in mind.

“Many commuters who just take short trips from Cavite to Manila will be forced to take two trips if we don’t exempt some buses that take trips directly to some areas in Metro Manila,” De Leon said in an interview with DZMM Teleradyo on Tuesday, November 13. “We reiterate that we don’t exempt bus companies. We exempt commuters.”

Still, not all bus companies that start and end their routes nearer to offices or schools were exempted. In the same interview, it was revealed that some buses that usually end their routes in Lawton in Manila weren’t exempted, but others that start and end their trips in Makati were given permission to operate as usual.

De Leon admitted that the final list of bus companies exempted from the earlier LTFRB MC is still not finalized.

PITx’s early pains

With the unclear government orders, PITX’s first day of operations was marked by confusion all around. When Entrepreneur Philippines paid a visit to the terminal on Monday evening—during the expected rush hour of travelers on their way home—there were only a handful of commuters taking trips. Some that we interviewed said they only tried to use the PITX since the colorum vans they took weren’t in their usual spots.

At least two to three gates were regularly used in the departure area, when there are 10 available. Only a handful of buses came to pick up passengers. Staff of the terminal said some bus companies refused to arrive in the terminal on time as expected.

Moreover, the centralized ticketing system that was supposed to guarantee passengers of reserved seats and scheduled trips wasn’t fully utilized as passengers still paid their fares to the bus conductor. The system’s QR-equipped tickets were only mainly used as passes to get through the gates.

With these early pains unresolved, thousands of commuters will undoubtedly be affected in the days to come. Still, some are hopeful that once the kinks are ironed out, the terminal will help commuters in the long run.

“I was mad this morning when my trip was affected of course, but now that I returned [to PITX] for a trip home, I realized the terminal is not so bad,” Samonte said. “If I were waiting for a bus trip home in Baclaran I’d be out there in the street. At least here I’m seated.”

Manila Could Learn a Thing or Two About Waste Management From This Barangay in Parañaque

From spot.ph:

(SPOT.ph) Admit it: You see so much trash on the streets every day that you’ve probably accepted it as part of Metro Manila’s reality—alongside traffic and other commuting problems. Despite laws and policies in place, effective solid waste management is not one of our country’s strong suits. But Barangay Isidro inParañaque looks like it’s planning to change that.

Thanks to the Bangon Kalikasan Ecology Center, garbage is no longer a problem for the barangay and its residents. The non-governmental organization has been promoting responsible waste management through composting, effectively reducing waste by up to 80% in some areas of the Barangay Isidro.

Residuals like plastic bottles can be recycled to make eco-bricks.  PHOTO BY MALI MAEDER

It was in March 2018 when Bangon Kalikasan, led by its president Joey Papa, started holding ecological orientations in the community to teach residents about segregating waste and composting at home. The group had also been helping them build facilities like composting sheds to make it easier for the barangay to process their waste. By compositing biodegradable waste and segregating them from residuals like plastics, trash collection has become more efficient. Everything is up for recycling—including laminates and sachets. Junk shops don’t normally buy these, but they can actually be cut up and recycled to make ecobricks (plastic bottles stuffed solid with non-biodegradable waste to create a reusable building block).

Despite the government’s attempts to address the country’s garbage problem, it remains unresolved, and is, in fact, worsening. In 2016, Metro Manila was recorded to generate an average of over 9000 tons of waste per day, steadily rising from 2012’s 8600 tons. Perhaps we should take Bangon Kalikasan’s lead in promoting responsible waste management. Who knows? There might actually be a day when Manila’s streets will no longer be riddled with trash.

Sucat and Bicutan toll gates to be exclusive to RFID users soon? Muntinlupa Rep. says wait a minute

Several readers have messaged us about this sign they’ve been seeing by the Sucat and Bicutan toll gates.

Apparently, the sign is saying that both toll gates (and God knows what other toll gates) will be exclusive to RFID users only SOON.

We are not sure if this goes for both Skyway and SLEX.

Photo from South Snippets.

If this will be the case, then non-RFID users will need to exit all the way to Alabang (assuming this particular toll gate will be open to cash payers).

A lot of motorists were up in arms about the move while some expressed support over the measure.

“RFID devices are available to all and motorists just need to apply for it. This is a solution to ease the traffic in Metro south,” expressed Froi Castelo.

Upon being tagged by several Muntinlupa residents, Muntinlup Rep. Ruffy Biazon immediately gave a statement.

In his tweet addressing the issue, Biazon said:

We sent an email inquiry to representatives of San Miguel Corporation, the company who operates both Skyway and SLEX, but just received the complementary return email.

We will update this post (or post a new article) once they reply to us.

We will also update everyone on how the talk between Rep. Biazon and the operators goes.

Please feel free to let us know your thoughts about this issue.

Parañaque launches simplified business permit renewal system

From Manila Bulletin:

By Dhel Nazario

A simplified yet integrated business permit renewal system was formally launched this year by the Parañaque City to enhance investor confidence and improve service delivery to local and foreign investors.

Dubbed as the Project Express Lane Operation or Project ELO, the undertaking is in line with Republic Act No. 11032 or Ease of Doing Business and Efficient Government Service Delivery Act of 2018 signed by President Rodrigo Duterte in May last year.

Mayor Edwin Olivarez said with the launching of the project this year, they are hoping that more businesses will register and set up shop in the city as they by simplify and integrate the steps in securing business and other permits.

One of the salient features of Project ELO is the elimination of securing permits from the different barangays, previously a prerequisite before a Mayor’s permit is granted, according to Olivarez. With the new project, the first in the country, he said, business owners need not go to barangay hall to apply for a barangay clearance.

It will now be applied, paid and issued at the Paranaque city hall along with the fire safety inspection certificate, sanitary permit, certificate of conformance, from planning office and the mayor’s permit to operate a business, he added.

Project ELO is located at the newly renovated Taxpayers Lounge of the Business Permits and Licensing Office (BPLO), which serves as the concierge of the project, ground floor of the city hall.

The team is composed of personnel from BPLO, Planning and Development Office, Office of the Building Official, City Health Office, City Treasurer’s Office, Liga ng Baranagay, the Bureau of Fire and Protection and the Philippine National Police.

“This integrated and simplified process eliminate days of back and forth from the barangay and to other department of the city which the time and resources of business permit applicants,” the mayor pointed out.

“This is part of our commitment to be one of the most business-friendly local government units in the country under the Bagong Paranaque program of governance,” Olivarez explained.

As a result of the launch of the project last January 3, the first working day of the year in government offices, assessments nearly doubled to P81 million compared P46 million generated in the first working day of 2018, according to BPLO chief Melanie Malaya.

A member of the Salisi/Laglag Susi Gang was caught and arrested yesterday in Paranaque.

As posted by a recent victim on Facebook, the lady suspect who victimized her last October was caught when she and her cohorts tried to victimize another resident near Tropical Hut in Barangay BF.

In her post, she said that BF Homes Police turned over the suspect to the Paranaque Police headquarters.

“The other culprits fled immediately,” said the former victim who had her bag stolen in Evacom late last year.

Photo from the recent victim.

This was also the person who was suspected to have taken a Korean’s bag in Witches Brew in BF also last year.

The woman was caught when she and her other gang members tried to get the bag of another woman while she was having her car battery changed.

“We are pursuing the cause and hopefully get further information about the other gang members,” said the Evacom victim, saying the suspect kept silent and acted like she didn’t know anything.

From philstar.com:

Robertzon Ramirez, Marc Jayson Cayabyab, Non Alquitran (The Philippine Star) – January 23, 2019 – 12:00am

MANILA, Philippines — Two Parañaque City government workers were arrested in a raid on their house in Barangay San Dionisio Monday morning.

Police officers seized two 12-gauge shotguns, two .45 caliber pistols, two fragmentation grenades and 72 bullets from the home of brothers Salah and Salman Mohamad at around 4:45 p.m. Monday, according to Director Guillermo Eleazar, National Capital Region Police Office (NCRPO) chief.

He ordered a manhunt for the Mohamad brothers’ father, Salih, the subject of the search warrant issued by Judge Noemi Balitaan of the Parañaque Regional Trial Court Branch 258. Salih was not around during the raid.

Superintendent Rogath Campos, Regional Special Operating Unit (RSOU) chief, said an informant went to his office, claiming Salih and his children – armed with handguns and hand grenades – protected drug pushers in their barangay.

After several days of surveillance, Campo said the RSOU confirmed the Mohamads’ illegal activities and applied for a search warrant.

Another suspect, Allan Acmad Barudi, tried to escape during the raid by jumping from a second-floor window. He is under tight security at a hospital, where he is confined due to head injuries.

During yesterday’s press conference, the Mohamad brothers said their lawyer would answer the charges against them in court.

They were charged with illegal possession of firearms and explosives and violating the election-related gun ban.

Skyway Management: We will push through in making Sucat and Bicutan exits exclusive to RFID users

“Use the at-grade levels or the service roads.”

This was the pronouncement of the Skyway O&M Corp. (SOMCO) in a meeting with Muntinlupa Rep. Ruffy Biazon last Jan. 18.

In a statement on his Facebook Page, Biazon recounted what happened during their meeting in his office.

He said he invited the Skyway operators and a representative from the Toll Regulatory Board for a dialogue on the said issue.

It can be recalled that Skyway SOMCO put up signs in their toll booths saying their Sucat and Bicutan exits will be exclusive to RFID users “soon”.

This raised an uproar among many motorists and caught the attention of the Muntinlupa representative who then called on the attention of the Skyway operators.

During the said meeting, Biazon raised the following points:

1. There was no consultation done by SOMCO with affected stakeholders.

2. There should be a study on the proposed scheme’s impact on the flow of traffic in the alternate routes that non-RFID users will be taking.

3. The plan is arbitrary and is a denial of service to a certain portion of the public, making it discriminatory.

Photo from Cong. Ruffy Biazon’s Facebook Page

He also mentioned the time when the Skyway management suddenly changed the toll collection scheme by the C5 area which “resulted in a monstrous traffic jam that caused a huge inconvenience to everyone using the Skyway.”

The mentioned scheme was then discontinued after deliberations in Congress.

“Our meeting was quite intense with the SOMCO officials and myself engaged in passionate discussion,” said Biazon, adding that there were times he could not contain his frustration with what Skyway is doing to their customers.

He then went on enumerating some salient points that came out during the meeting, namely:

1. Skyway management does not have a traffic impact study on how the scheme will affect the alternate routes.

2. They installed the signs even though there is no TRB approval of the scheme yet. It turns out they did it to compel users to get RFID.

3. They do not have any plan to put down the signages announcing the scheme to be implemented “soon” even though there is no TRB approval.

4. They have not conducted any consultations with stakeholders but claim that the signages were part of a sensitivity analysis. When I asked them what the results of the sensitivity analysis, they admitted that people are agitated and unhappy.

5. SOMCO maintains its position that non-RFID users will not be allowed to use the Sucat and Bicutan exit once the scheme is implemented (if it will be approved by TRB). They said non-RFID vehicles may use the at-grade level or the service roads.

6. I raised the point of denying motorists the option of paying cash while using the Skyway, but they maintain their position that they will push through with the plan. We will have to get TRB to deny it if SOMCO doesn’t change its plan.

Photo from Cong. Ruffy Biazon’s Facebook Page

“I intend to pursue this issue in the interest of the general public. I believe that with the franchise given to SOMCO by the government, there should be equal access by all motorists,” expressed the congressman.

He added that any future schemes should always have the interests of their customers in mind.

He also intimated to Alabang Bulletin that the Metro Manila Development Committee in the House of Representatives will be conducting a hearing on Jan. 30.

Hopefully, something good will come out of the hearing and ultimately something good comes out for all those using Skyway.

Biazon said he will provide updates accordingly.

Robbers pretending to be utility men spotted roaming inside villages in the South

Watch out who knocks on your doors.

A post is circulating online wherein a BF Homes Paranaque homeowner recounted how they were almost victimized by a “Clean Your Aircon Gang”.

In the post, the BF resident said that a parked red Toyota Innova seemed to be waiting and watching their house.

“When they saw the household members leave in the car, they approached the house and tried all ways and arguments to persuade our kasambahay to let them in, saying they were called to service our aircon,” recounted the resident.

From Electrical Contractor Magazine

After being told by the household helpers that nobody called to fix their air-conditioning units, they pretended to call the number who supposedly contacted them but again pretended that they could not contact the person who allegedly called.

After not being able to persuade the household helpers to let them inside the house, the men left.

When she reported it to their enclave security officer, she was told that there was a similar attempt in a nearby house wherein the men said they were from Meralco.

These men left as well “nung sinita sila”.

“Please warn your household members about these people who obviously have criminal intent. They use different arguments to persuade people especially kasambahays to let them in,” warned the BF homeowner.

We also obtained a copy of a note from a barangay in Marikina warning its constituents about a similar incident.

Photo from Facebook. Credits to the owner.

Barangay Concepcion Dos personnel said three to four men are currently visiting houses claiming to be from Maynilad, PLDT or Meralco.

“Please do not let them in. They are robbers, robbing people at gun-point,” warned the barangay.

So given this, please be careful and do not let unknown people from entering your homes especially if they are not in uniform or do not have IDs.

Please instruct your household helpers as well to not let strangers enter your houses.

Parañaque settles P1-B Landbank loan

From mb.com.ph: (By Dhel Nazario)

The Parañaque City government has fully settled its P1-billion loan to the Landbank of the Philippines (LBP) used to finance the construction of the Parañaque City Hall Annex, which was left unfinished by the previous administration in 2013.

Mayor Edwin Olivarez earlier received the certificate of confirmation from LBP assistant vice president for loans implementation department Lani U. Purnuevo stating that the standing loan amounting P999,999,743.71 was paid last January 16.

The ceremony was attended by Arne Tan, assistant executive of DOF-BLGF and Stella Maris Labindao, LBP Sucat branch manager, during Monday’s flag ceremony at the city hall.

Commission on Audit (COA) findings showed that the city government had been plagued by budget deficits from city obligations and massive debts to LBP since 2011.

City treasurer officials also explained that the loans resulted in movement of funds from trust to general funds, which is contrary to law.

The city coffers went empty when Olivarez first assumed office on the afternoon of July 2013 with total cash in bank at only P37 million, which is only enough for salaries and wages city hall employees, records showed.

It was also discovered by the Olivarez administration that Paranaque had a cash deficit of P2.786 billion from contractors and suppliers, employees’ benefit, national and local personnel allowances, real property tax shares in addition to another P2 billion that it owed the LBP.

For his part, city treasurer Dr. Anthony L. Pulmano credited the city’s current financial standing to several tax revenue measures that Olivarez administration implemented, together with all income-generating offices boosting their tax collections and a strict adherence to prudent spending.

Pulmano also reported that the city is now planning to open short-term time deposit accounts to earn higher interest, compared with regular savings accounts the city has currently

He also said the Entertainment City situated along Coastal Road is a “big prospect” that will result in the massive development and contribute huge revenues for the city, as well as employment to residents.

“Hinawakan niya po yung kamay ko nang mahigpit tapos po nagpapasama po siya kung saan may malayong mapapa-loadan.”

This was the story of a traumatized 10-year-old girl after facing the woman who tried to kidnap her yesterday in BF Homes Paranaque.

The suspect, Lilibeth Bustamante, apparently approached the little girl when she was outside of their house and asked to accompany her to a loading station.

The child then recounted that good thing their neighbor went outside and asked who she was speaking to.

Bustamante admitted to the deed and said that she was just desperate to have money.

She also said that she was just a middleman and that this was her first time.

Apparently, the children are being sold for P10,000 and are used for cyber sex activities or forced to work as sex slaves.

The 2018 World Air Quality Report released the list of cities with the cleanest air and revealed that Parañaque placed fourth on the list for the Philippines with Las Piñas ranking 11th.

Calamba City in Laguna registered the cleanest air in South East Asia.

In the report, it said that the results were based on studies on measurements of fine particles known as PM2.5 which can penetrate into the airways to cause respiratory problems.

Calamba topped the study with an average of 9.3 PM2.5 last year.

“The report, compiled by Greenpeace and IQAir AirVisual, used air pollution data from tens of thousands of public and private monitoring stations across the world to rank over 3,000 cities from dirtiest down to cleanest.”

Parañaque registered a 12.2 PM2.5 while Las Piñas had a 17.9 PM2.5 average.
